Crystal Reports 2016 no longer starting on Windows 11

Hello All,

Since last week, I've not been able to start Crystal Reports 2016 on my Windows 11 laptop anymore.  Tried a few work laptops, and a colleague. We have determined it's due to a Windows Update. However I work for a large direct competitor to SAP, so isolating and disabling the Windows update is not an option.

I've downloaded a trial for Crystal Reports 2025.  This runs as expected. However this is not an option as our software is only working on 32 Bit Oracle versions. 

I've already been running the latest patch (2100)

Nothing is being blocked via security software or firewall,

Crystal Reports 2016 runs fine on Windows Server 2022 fully patched.  Crystal Reports 2011 still runs fine on Windows 11 as well

And yep, tried running as Admin, not a permissions issue as I'm an admin already.

I know Crystal Reports 2016 is already EOL.  However, anybody encounter this issue, and have a solution?

It looks like the problem caused by Microsoft update: 5055523 (https://support.microsoft.com/en-us/topic/april-8-2025-kb5055523-os-build-26100-3775-277a9d11-6ebf-4...

Seems it is caused by some changes in Microsoft’s KB for vcredist runtime 2015 support.

It should help

Another option is to uninstall the MS Update

Does MS Update 5055523 uninstall helps?

I'm not able to uninstall it. I receive error code 0x800f0825. Which points to an issue with the software distribution folder. However this really will not be an option, as we will not be able to disable or hide any windows updates.

Have you restarted the machine after the vc++ Install?

I have restarted after both VC Installs. I've also done a repair and full install of CR2016/Patch21. Still same issue, does not start

Reported the issue to Development. We noticed the latest MS Updates caused a lot of issues, like: https://www.elevenforum.com/t/update-install-error-0x800f0825.30004/
