Client wants to introduce Loyalty management for their consumers in SAP ECC

Hi Gurus,

Client wants to introduce Loyalty program for their end consumers who are not their customers in SAP ECC, they do not have CRM,.They want to give reward points for the quantity purchased then want to link points with currency value and pass on value benefit to the end consumer..

Please throw some light and advise .
