We have created a Other consent statement (which is not mandatory) and its active. We have added a check box in registration completion screen-set and we have made isConsentGranted as not required for the schema.
When we save screen-set with isConsentGranted as not required then Other consent statement is becoming inactive.
Note: Other consent statement is not mandatory, we have present to customer, he can chose not to accept.

Let me share my knowledge about this topic. If you still have questions after reading this, please don't hesitate to ask in the comments.
In the Customer Data Cloud, Consents may be:
1) Required (Mandatory) / Not required (Not mandatory)
If Consent is required, it means only true values are acceptable for the user to become fully registered.
If Consent is not required, it means both true and false values are acceptable for the user to become fully registered.
2) Active / Not active
If Consent is active, it means the Consent has to be presented to the end user ().
If Consent is not active, it means the Consents shouldn't be presented to the end user.
Let's review your case: Not required (not mandatory) active Consent.
In your case, the Consent has to be presented to the end user, but may not be selected/accepted (false value is acceptable) to become a fully registered user. But it is still required from a schema point of view, because it's active and CDC expects to get a value (true or false).
When you tried to map the Consent to isConsentGranted and make it not required for the current screen, CDC understood it as there is at least one screen where this Consent may be not presented to the end user. That's why the system automatically tried to change this Consent from Active to Inactive.
