Hello Omar,
This limit is defined in the user's Permissions.
If the parameter "Enable central user management" is enabled in the integration settings in CCO > Configuration > Integration > SAP Customer Checkout Manager, check the user permission (Give discount) in the SAP Customer Checkout Manager > Users > "Find the user" > Permissions, here you can define the maximum discount allowed for the user.

If the parameter "Enable central user management" is inactive in the integration settings in CCO > Configuration > Integration > SAP Customer Checkout Manager, check the user permission directly in CCO.
Configuration > User > 'Find the user' > and define the maximum discount allowed for the user.
