Can we create our own Rules Engine instead of promotions engine

All, I had a question regarding Rules Engine. I have created custom rules and trying to execute. I observed that the Rules are not getting triggered. However if i associate this rule with a promotion group then its getting executed. Is there a way that i can avoid associating this to the promotion group? I want to create my own Rules Group and associate it to the site ID and use Rules Engine services for execution !! In a nut shell without using promotions engine I want to execute the rules. Thanks in advance for your help..

What you want to do is not available OOTB (Out-Of-The-Box). You can check https://wiki.hybris.com/display/hybrisALF/Rule-Engine+Based+Promotions+-Technical+Details for a simplistic view of promotion engine.

You can customize the platform to any level but is not recommended as it would defeat the purpose of using a COTS product.

HI Arvind. Thanks for your reply. Yes I have observed that and its very well documented. However the client is insisting to see if we can create our own. I just want to do a POC on the same. Any pointers as to how I can implement this? I tried this but somehow I am not able to get the rules executed unless its associated with promotions.
