Hi, Instead of creating promotions from backend is there any other approach to create thousands of promotions and vouchers. Thanks!

You can also try Rest api to create the promotion source rules and set the corresponding actions and conditions as json, and then use rulemaintenance service to publish them one by one.
From my experience if number of promotions are high(More than 1000 ) not just publishing , the performance of the cart calculation and promotions evaluation will be very slow.

However the amount of the promotions might cause some problems (especially for publishing them later on).
