Name list execution requires external tools:
1) Post-release activities cannot be freely executed by the designer.
2) After release, the activity cannot be executed according to the set cycle/time.
And propose two approaches:
Method 1: Turn off the master schedule switch via trigger.
Method 2: The activity does not set the cycle/time execution, but returns to the third system to set it.
If Marketing uses an external tool to control the start of the Campaign and adjust the settings of the personalized interface, can the required field be changed to non-required to facilitate the subsequent use of customer, and the field will not be displayed directly?

I am not sure I completely understand the question. The title mentions setting required fields to non-required but the text is talking about using external scheduler.
Regarding standard fields, you cannot influence the fact they are required or not. However, custom fields can be influenced in SAP Marketing Cloud, not on-premise. See BAdI with name "Field Control of Custom Fields on Campaign UI" in the Custom Logic app.
Regarding external scheduler, it is not possible to use an external schedule with our Campaign app.
