Dear Oliver,
the visibility of measures can be adjusted in campaign templates:
Campaigns -> Manage Templates -> Edit (or create a new template from a campaign)
Go to Template Details (via <Done>)
On Performance tab via Manage Measures you can choose for each measure if it shall be shown if data is available, if it shall be shown always even if there is no data or if it shall be never shown (even if there is data).
These settings are available for all standard and custom campaign performance measures.
