Request clarification before answering.
The message "Campaign can't be created as External Mkt Permissions are configured" and the disabled Create button in the UI are happening because the functionality of replicating external Marketing Permission is enabled.
When external replication of a certain sort of data is configured, the system blocks internal creation to avoid inconsistencies.
The configuration responsible for this settings is specifically these two questions in the screenshot attached, under Communication and Information Exchange > Integration with External Applications and Solutions > Integration of Master Data. If you wish to disable this setting so that internal creation of marketing permissions (either through Data Workbench or directly in the UI), please create a change project to unscope these questions.
