Calculating taxes before any promotion gets applied

We are using hybris 1811 version. B2C application.

Tax calculation is done on the net amount i.e. after the promotion is applied.

But we want the tax calculation to be done on the grosss amount i.e first tax should be calculated then promotion should be applied.

Is there any way we can achieve this? I just started working on this and researching more.

Any leads would be very helpful. Thanks.

It is illegal to apply tax on something which a customer is not supposed to pay e.g. if the list price is £10 and there is a discount of 10%, the tax should be calculated only on £8 i.e. the amount a customer will pay; not on £10. I will definitely take this to our team's concern.
But from technical point of view, how possible is this, if yes, what kind of approach would you suggest?
