C4C - Multiple Sales Quote Creation on a single button click

Hi, I have developed a custom BO, where on selection of multiple sales Quote and then click of button a action file is being called. The action file called is mass enabled and within the foreach loop a child quote is to be created for each instance of sales quote. But we are facing an issue where, if within the selected instances if any one of the instance gets failed then neither of the child quote gets created. Is this some standard functionality of foreach loop or something that can be handled in a way. Need your assistance in this.

This is a major development needed by our business team and is affecting our Production planned. Your help here would help us move ahead with our development.
