For C4C workflow, I have a few scenarios where I want to trigger a workflow 1. when someone attaches a note 2. when someone upload an attachment to the ticket 3. when someone emails to the ticket, how to set the conditions to capture these scenarios?

All 3 conditions which you mentioned above cannot be configured directly/just-by using workflow conditions in C4C. You need to look out for some options using PDI like creating-updating a custom field based using PDI based on desired conditions in ABSL and then use that ext field in conditiona evalution in workflow to trigger.
