I think the custom implementation for updating the field has to be reviewed.
Is the data available for the field Inside the Ticket TI? If so , try clearing the browser cache once

What do you mean by "The Ticket ID is not generated in some Tickets".
Do you mean that the IDs are no in sequence?. IDs not being in the sequence is expected behavior due to Multiple application servers buffering a set of 10 Numbers from number range
