The error that you get about the collection means that in the Dimension Relationships, you have a collection that is not active which is used to create the budget plan. I expect that you created a collection to restrict values that can be used in the budget plans. Refer to our online documentation on Dimension Relationships:

If custom dimensions are going to be used for budget planning, define them using the Custom Dimensions configuration application. For more information, see Custom Dimensions.
If you defined custom dimensions, define or import custom dimension values in the system from a comma-separated value (CSV) file in the Custom Dimension Values business administration application. For more information, see Custom Dimension Values.
If brand is going to be used as a dimension for budget planning, define or import brands in the system from a comma-separated value (CSV) file in the Brands business administration application. For more information, see Brands.
If market is going to be used as a dimension for budget planning, define markets and assign countries to markets using the Markets configuration application. For more information, see Markets.

What are the dimensions you use in your planning model? Did you ensure that those dimensions have values uploaded in your system. For example, if your planning model use the dimension Brand, make sure you upload brand values. You need to first define your planning model and the planning year in the configuration, once you do that you will be able to create new plan.
It is done in SPRO configuration or in Manage your solution app in cloud.

Hello Edna and Kunal! I believe Edna may be inquiring about before you set up your Marketing plan you set up your budget. Within the budget screen there automatically populates dimension relationships such as regions, brands, etc For example,I could have the following relationships set up : Brand > Market > Country > Region which means that when I go into setting up my budgets for Brand X I will have Asia Pacific (Market), Bangladesh (Country), Bogra (Region). If I put in a budget of 1 million it would proportinally distribute the 1 million according to how I set it up in the dimensions relationship app. Here is a link to more information Edna- Please let us know if this helps answer the question or if you need more information. Be sure to work with your Marketing Cloud System Admin to determine if you have access to the Dimensions Relationship app or not.
