Automatically Sending Out an E-mail with a Completed Survey PDF Attachment

Hi Experts

My Business scenario is that I have Surveys which are attached to Visits to be completed by Sales Members. Upon completing this survey, the results of the survey should be e-mailed from C4C to an external source automatically. This can be done upon Save of the Survey or Save of the Visit. Is this possible? I have tried using Workflow Rules with no luck.
