Automatically issue of a coupon on purchases more than an amount

Is there a way from the CCO to issue a new coupon to a customer if his total receipt amount is greater than an amount?

For example, when a customer buys products for more than USD100, the CCO will automatically issue a coupon for 15% discount on his next purchase.
