Hello together,
we have identified to problems in the SAP Marketing Cloud which should be handeld in future release:
1. Approval Process: When there is activated the workflow to approve campaigns and the receiver of the workflow is leaving the company or for any other reason is not available the campaign is not editable and stays forever in status "In Approval". Not even an admin can change the status of the campaign.
Proposal: The admin shall be enabled to reset the workflow.
2. Status Dependencies: If the status of a target group that is assigned to a campaign is changed to status completed the campaign can not be started anymore. In our case it is even worse. Some campaigns are in status In Approval but the target groups were set by a user in status Completed. Result: The campaigns in Status In Approval can not set to Released (see point 1.) and even after deactivating the workflow the campaigns can not be started because the target groups are not active anymore:

Proposal: It should not be possible to set the status of a target group to completed if there exists a campaign that is in status "In Approval" or "In Preparation".

The first scenario about what to do in case someone leaves the company is similar to a question that was asked earlier this year. As described in the link below, to resolve the issue an incident can be submitted on the BC-BMT-WFM component. To request this feature in a future release, please follow Theo's recommendation to submit the request through the Influence SAP Marketing Cloud Tool.

To your second scenario, if a campaign is 'In Approval' and the target group is then set to 'Completed', then the campaign cannot be released. Approving the campaign will therefore set the campaign back to 'In Preparation' so the target group can be replaced with one that is 'Released' and re-submitted for approval.
Changing a target group to a status of 'Completed' is intended to be done only when it should no longer be used in a campaign (link below). Prior to setting a target group to 'Completed', you can look to the 'Campaigns' tab to see if there are any campaigns currently 'Released', 'In Preparation', or 'In Approval'.
