Apply Promotion with higher discount value instead of applying the promotion with higher priority

Hello Experts,

I'm on a client who wants Hybris to always apply the promotion with a higher discount value instead of applying the promotion with higher priority. This is when the stackable is false.

Is there a way to do this? Has anyone done this before?

It is not possible straight a way as Hybris does the promotion application independently for each promotion. Even if you can hook some steps it might not be working properly. The beset idea is to ask client to be aligned with high discount promotion will have high priority
