Always show every facet in PCM

Hi!

For a project, we are required to always show each of the facets in PCM.

For example:

If we click on the above product approval circle, the 'approvalStatus' facet is shown and the checkbox with approvalStatus 'check' is checked (left image).

When unchecking this specific checkbox, the facet 'approvalStatus' completely disappears (right image). We think this is because every product (in this case: 33) have the same approval status (check), so the facet is no longer displayed at all. We would like this facet to still be visible, no matter if there is only 1 option available or possible.

Does anybody have an idea how this is done? As far as I've seen, all facets are configured to be returned by our SOLR server.
