After Publishing the Promotion the catalog version are changed to Staged. why it happened ? Is work on Online?

Hello experts,
I am new to promotion engine,have published OOTB [ Buy any 3 Color Films get 2 Black & White Films free ] promotion on electronic site[ 6.7 hybris].Its successfully published ,but not promotion applying.Also I added online version category in condtions,but its moved to staged after published.why it happened ? Is work on Online? Please help me ?
