Hi Team,
Currently one our customer is facing the issues with Registering for CDC console, user encountering as User Already Exists. But user is not there in Administrators section

Request clarification before answering.
Dear Team,
If an administrator was deleted from the console, his/her profile still exists in our internal database with the email address.
On the provided screenshot you can see "Have an account already?" line and below that there is a "Click Here" button.
User needs to click there and login with credentials, then the admin profile will be created.
You can refer SAP Note 0003449643 - Admin user can't be created.
