Adding Dynamic Content to Email Templates

How do I add dynamic content, i.e. reusable blocks with content, to emails? I'd like different content to populate in an email template based on a contact's attributes. Someone asked a similar question before, and was provided with this link, but for some reason I don't have permission to view it.

Please provide some insight directly in this thread - I would greatly appreciate it. Thank you.
