Access Restriction for fine tuning activity

Dear Expert,

We have a requirement where in we have to give access to a single fine tuning activity to few set of users. Users should not be able to edit or change any other fine tuning. In CRM on prim we can create a Tcode and assign users to that T-code. How do we realize such functionality in C4C?
