Community Feedback List: remove shoutout globally

The global shoutout is helpful because EVERYONE sees it and gets the message.
But this non-clickable X makes me think that this shoutout should perhaps be clickable so that it is no longer visible to the user/session.
This would also solve the problem that it takes up too much space on mobile devices.

And as I write this, I realise that I have to create a post here instead of being able to give feedback directly in the list.
Based on @FabioPagoti  suggestion, users with the rank ‘Active Contributor’ could create such feedback.

Agree. I just got tricked into clicking on x and realizing it does nothing. That's just bad UI. And repeated message on every single page becomes super annoying quickly.

I was also tricked on clicking the X icon only to realize later that it does nothing. It quite annoying due to its catchy alarming colour.

...and now there is "Thank you, kudo givers..." message everywhere. It even appears on my personal notification page. I saw it at least 10 times today as I was opening old posts. Once should be enough IMHO.
