Hi Shivananda,
I was SAP MM End-User from almost 4 years, than I go for SAP MM Certification & cleared that in India, so if your friend have good knowledge & can crack the interview still there are some companies who asking only for certified consultant, so my advise to your friend is please clear the certification from company sponsored training & than try to get job as SAP Consultant it would be better for his future.
Thanks & regards,

Hi Shivananda,
I would recommend your friend to take some experience in SAP Support field. Once he gets the good grasp of the various processes he can try for consultant role. To become a consultant Certification is not mandatory, what company looks for is the knowledge of various processes and experience. Certification only gives you the edge over other candidates but does not guarantee a job and please do not leave a job unless you have better offer.

Shantanu Marathe.

Shiva,
I agree with Shantanu. If you friend can, then he should work in this support roles for a couple of years.
SAP market is very tough and there are many end users or freshers wanting to breaking in to SAP consulting.
Your friend should do as little of end user work and more and more of SD support analyst role. Do not go to your comfort zone (of end user activity). By this s/he will get an exposure and experience in to configuration, setup and process understanding.
