I had put this under Training and Certification previously thinking that, there might be some SAP Mentor Level person from USA who is aware of what is going on here, but there was no response, hence the next logical move was to put it under SD Billing with a hope that I will be lucky in that section.
From what I understand[may be my understanding is limited], this is more of a uncommon requirement/skill.
While I do not necessarily agree with the move, hope it helps.
