Hi experts, I want to know if the quality system is refreshed and now we have to release TOCs again then which TOC should be released first customizing or workbench?? One is done by functional consultant and the other by ABAP consultant as told to me. Pls guide me on this in detail if possible.

TOC is just one type of transport request/change request (TR/CR).
You could generalize by replacing "customizing TOC" and "workbench TOC" with "customizing TR" and "workbench TR".
If you are talking about TOC, maybe it's because you are using Solution Manager ChaRM (although not limited to that software).
Anyway, "releasing" is only the process of collecting and freezing the data to be transported, and after that there is the "importing" phase, i.e. loading the TR data into one or more systems.
What is said previously assumes that releasing triggers the importing automatically (everywhere, you could replace "release" with "import").
It's fun because I'd say the exact opposite.
Example: a developer creates a custom configuration table (in a workbench TR), then the functional fills this table (in a customizing TR). You must import the configuration table before importing its data.
NB: if releasing doesn't trigger any import or check automatically (e.g. a check could be a simulation of import in target systems to warn about missing dependent TRs), there's no technical issue to release TRs in any order.

What exactly has been refreshed? Has it been refreshed to a total empty client? Devoid of developments and customising?

The sandbox system of client has been refreshed (empty) and now everything has to setup again
