why i cannot edit my template . border is not allowed to edit, cannot adjust the row/cell if i hover my mouse the (<-> arrow not showing) . can only use the details button to edit the template

You're not in edit mode? You don't have an authorization? Some odd SAP GUI problem?

Sorry, there is no information whatsoever in the question that would allow anyone to answer intelligently. ¯\_(ツ)_/¯ I'd try to do some troubleshooting on your end and ask a colleague locally for help.
