I don't know such a FM ([BAPI_PO_GET_LIST|http://www.sdn.sap.com/irj/scn/advancedsearch?query=ldb_process] is obsolete and don't use a date as criteria, use transaction BAPI and look for "Materials Management", "Purchasing", "PurchaseOrder", "GetList")
You may use [LDB_PROCESS_REMOTE|http://www.sdn.sap.com/irj/scn/advancedsearch?query=ldb_process] ([LDB_PROCESS|http://www.sdn.sap.com/irj/scn/advancedsearch?query=ldb_process] RFC enabled) on a logical database which include EKPO table (use transaction SE36, F4, select LDB with table EKPO, there are many LDB like EMM "Purchasing Documents for Material")

Raymond
