Restrict creation of specific user id with starts with A* and C*

Hi,

I need to restrict my security team from creation any user starts with A* and C*. Only they should be able to create test IDs which starts with T*.

I tried using user group but it doesn't work.

I would say all Business & IT Support users should be created as Dialog user Type

All Test Id’s should be created as Service Id Type and all Test Id’s always has first name as Test_*.

All Background jobs Id’s always need to System User Type
