movement 309 is missing

Why 309 movement is sometimes missing after 321 movement? 309 movement should automatic after 321 right?

• 321 for moving material from quality inspection to un-restricted stock
• 309 for a transfer posting from material to material
• 311 for transfer from one storage location to another, managed in the same warehouse
• etc.

There is no standard functionality/process 309 movement should trigger automatic after 321. If there is any customized program for your business then connect with your ABAP Consultant to fix this.
