Is digitally signing, a must to package an air file?

Yes, it is mandatory to sign AIR packages in FB3, you can easily create your own signature file though for testing. When you start to release things internally it would be easier from an end user perspective if they were all signed with the same cert.

I have created own signature and it works fine, but if i distribute this air , say here in SDN, when somebody tries to install would there be any problem?

I'm pretty sure it will work just like Java applets where it complains about not being a valid signature but will happily let you install anything if you click okay enough times. I haven't tried this yet but, feel free to email me the file and I will tell you if it lets me install it.
