cost center planning for secondary cost elements

My requirement is to implement the user exit COOMKPT4(transaction KP98) for copying actual data of secondary cost elements for planning. For now KP98 works only on primary cost elements . Can anyone give me some idea about this.

Did you figure out how to do that ? I am still stuck with that issue.
