Can WE09 update anything or is it read-only?

I tried looking for this information, but couldn't find it.

If we give a person transaction WE09, is there any functionality that allows a person to change anything in SAP? When I say "change anything", what I mean is that is there code in there that if it runs changes something in SAP.

I would like to have WE09 given out to people who have WE02, but they asked me if it could modify anything, thus the question.

If you look at WE09 in SE93 you'll see that it has object S_IDOCMONI with ACTVT 03 (display) as a start condition so I think it is indeed a display transaction. The underlying report RSEIDOC9 has two transactions, WE09 and WE10 which look identical. In the report source code there is an authorization check for none other than a display activity, the same as the start condition in the transaction definition.
