Can't Bind the Service PR with BAPI_NETWORK_MAINTAIN

Hi Experts,

I am creating program to create Service Activity inside BAPI using BAPI_NETWORK_MAINTAIN but i cant't bind the service PR number with Activity so that Tick mark "Service Exists" will work using custom program.

Do I need to create Service PR before creating of Service Activity? Which BAPI is used to Bind borh Service Activity and Service PR?
