We cannot create a program for this, you have to follow either of the two steps as below:
1) You can do it in standard configuration itself in the below path, this is most recommended:
Go to OBD3 t-Code and select the respective Account group and try making the field as Mandatory there under General Data tab.
2) You have to find out relevant Enhancement point for the same.
