Hi, I'm part of a small consulting firm in Chile and we want to use de abap trial for developers, but, until last june, it is not available still. When do you estimate this tool will be available again? or the new version 2020?

I absolutely understand your frustration.
However, as implied here and elsewhere, as soon as I have any news, I will share it immediately - in the blog post you have helpfully linked to.

As it turns our, the answer to your question is "never"
the local installation is no longer supported
