Regarding User exit in firefighter in GRC Access Control 10

Hello Gurus,

I went through GRC implementation guide, but i did not understand the concept of user exit in Emergency Access Management. I can make sure the FF id's are not used as normal users by maintaining the 1089 & 1090 in the plug in system. But what is the need of these parameters, because my FF id's are in Central system not in the plug in system.

Is this User exit need to implemented mandatory? If so kindly provide the procedure.
