Seems that there is a problem with patch 5. And SAP must resolve this issue asap.
I just solved the issue by installing the following MS package. Please apply this as a workaround.
DL for Microsoft Access Database Engine 2010 Redistributable

Applicable for the following operating systems according to Microsoft.
Windows 7, Windows 8, Windows Server 2003 R2 (32-Bit x86), Windows Server 2003 R2 x64 editions, Windows Server 2008 R2, Windows Server 2008 Service Pack 2, Windows Vista Service Pack 1, Windows XP Service Pack 3
Only the 32-bit Access Database Engine may be used on Windows XP Service Pack 3

Hello Roman.
Follow the instructions in note below:

If the program output is "DB created", then the MDAC works fine for database creation.
If the output of the program is "Error creating DB", then this is a Microsoft problem
and the issue has to be reported to Microsoft.

Same problem here with no solution until now. My trace:
Local DB(Error)(10.08.13 22:43:49.670): CSapHistoryDb::CreateDB: Microsoft OLE DB Service Components Class not registered
Error(10.08.13 22:43:49.672): Loading local DB failed in frontend.
(Error)(10.08.13 22:43:49.674): CSapLTCDb::CreateDB: Microsoft OLE DB Service Components Class not registered
Error(10.08.13 22:43:49.676): Loading local tab order DB failed in frontend.
I have tried solution suggested by Alper Özdemir but not working for me.
