Is this actually working?
One is saying for example: "It keeps telling me to join and then on going to the hyperlink it welcomes me as joined"

I ran into the same problem when trying to join the "SUP Apps" group; trying to join from a "clean" computer (one that I had never used before to access SAP SDN) helped. Seems to be cookies/cache-related.

I started browsing "In Private" which means no cookies no history no nothing and this worked for me.

This is the project I created, nobody else managed to join yet. Do you really think it is project related?

Yes. But what happens if somebody has not accepted the Code Exchange disclaimer yet and tries to join. Is it possible we have a endless loop there? You try to join but can't as you are not with Code Exchange yet, but you never get the join-code-exchange screen???

you can only join a project if you are a registered Code Exchange user.
Nevertheless, since SCN has migrated to another way of logging-in to the system there seem to be some issues that also affect the acceptance of the Code Exchange Terms of Use.
So in case you are caught in some kind of endless loop when registering to Code Exchange do the following:
- close all your browser sessions
- delete cached pages on your browser
- delete all cookies on your browser
After going through all 3 steps the issue should be gone.
