Issue with GA SAP S/4HANA - Users Not Visible

Dear SAP community,

i have recieved an answer of a ticket:

"To check developers, you need to install SAP Note 3333812 in your development environment and execute that report."

This was helpful, but I can only see 4 developers listed, whereas the SAP measurements show that we have 9 developer licenses in the system.

Could you please clarify this discrepancy?
Additionally, could you provide more detailed guidance on how to identify the other users holding developer licenses?

What criteria have you put in the FUE? SAP may be looking at more than dialog user type

Danke für deine Antwort. Ich habe verschiedene Benutzertypen eingetragen (Dialog A, System B, Kommunikation C, Service S und Referenz L). Das Feld Q_DATE habe ich angepasst, aber ich komme immer wieder zum gleichen Ergebnis.

Can you elaborate more please? Are you saying your current number is coming in below or above the SAP number that they "think" you should have?

Genau das wollte ich damit sagen: Ich komme bei meiner Auswertung auf 4 Developer, während SAP von 9 Developer-Lizenzen ausgeht. Ich bin mir außerdem nicht sicher, welche Profile oder Berechtigungsobjekte genau zur Einstufung als Developer führen. Ich habe bereits einen Benutzervergleich durchgeführt und festgestellt, dass bei den 4 betreffenden Usern sowohl das Profil SAP_ALL als auch das Berechtigungsobjekt S_A.DEVELOP vorhanden ist. Wenn ich allerdings eine gezielte Suche mit komplexeren Kriterien durchführe – z. B. in der Tabelle UST04 mit dem Suchparameter Profil: S_A.DEVELOP – dann erhalte ich nur einen einzigen Benutzer als Ergebnis. Laut der SAP-Lizenzvermessung haben wir jedoch 9 Developer im System. Daher bin ich etwas unsicher, wie genau diese Einstufung zustande kommt.

SAP doesn’t explicitly define what constitutes a "developer," but based on the report, it appears that the presence of the S_DEVELOP authorization and involvement with development objects in transports are key indicators.

If a user has activity types 01 (Create) or 02 (Change) in the S_DEVELOP authorization object, SAP likely considers them a developer. Additionally, users who have transported certain object types are also flagged, including:

SFPI
METH
PROG
SFPF
CLSD
CPRI
CPRO
CPUB
MESS
CLAS
TABL
DDLX
DOMA
DTEL
ENHO
APIS

A good rule of thumb is to review who has S_DEVELOP with ACTVT 01 or 02 and ensure that only actual developers have this level of access. You might find that adjusting this helps align your developer count more closely with the report.

Also, keep in mind: if a user has created or modified an object and included it in a transport during the relevant period, SAP will treat them as a developer—because they’ve performed a development task. That’s likely where the discrepancy in your numbers is coming from.

Vielen Dank für eure Unterstützung! SAP hat auf mein Ticket geantwortet und die Empfehlung gegeben, die SNote 3582921 herunterzuladen und im System einzuspielen. Das Einspielen war erfolgreich. Die SNote soll die Diskrepanz im System beheben. Jetzt warte ich auf die nächste Vermessung durch SAP

Hi. I've just implemented this note and waiting for the begining of new month to see if something happen. Anyway, do you think this note correct the SAP for ME FUE count or de SLIM_DCH transacttion (I mean... is the SLIM_DCH transaction (SLIM_DEV_CLF_HELP report) or the official SAP calculation incorrect?).

As far as I was able to understand, Development user ar considered all active (according to validation date, not to lock status) Dialog user whith S_DEVELOP with ACTVT=01 or 02 that owns at least one transport order younger than 1 year old which contain at least one entry with the Object Type (OBJTYPE) that are listed in the default variant of trx SLIM_DCH / report SLIM_DEV_CLF_HELP.
