Today I started the installation of the sp8 patch 7 and getting this error. Do you know what could be the reason ?

the anti virus is one reason

otherwise, there is not enough space on the hard disk.

or, if you have carried out an update, check whether the installed version is in the InstallCache directory. (not manually removed)

If you follow the KBA https://launchpad.support.sap.com/#/notes/1952120 you won;lt have this issues.

we have windows defender that is active i guess. But i don't see any anti virus

We have 31 GB space, it there is any space issue, then it would even pass thr first list of pre requisites

Is this a new installation or an update of the existing system?

Second, why is SP08_P7 and the current one is patch 11? and the last patch 12 of SP08 will be released later this week?

SP09_P300 is also available (which I recommend you)

you need to register with SAP and obtain S user ID if you plan to use SAP software.
There is a reason KBA's are not publicaly sharable.

I have followed KB article and still having these errors.

what exact steps did you follow ?
have you stopped ALL third party software/services that are running ?
