500 Internal Server Error - access using a 'ZERO' object reference is not possible

We need to open the "Mark for Deletion" standard Fiori app.

App link in Fiori Library:

The business role is not specified in the Library, but app can be found when assigned SAP_BR_PRODMASTER_SPECIALIST role:

However when I open this app, please see error:

Runtime dump occur:

The SICF service "MDG_BS_MAT" is already active. The same error occur for most apps in the Material Governance catalog.

Kindly assist.

Hello SAP Experts,

unable to find out the resolution yet...

I have switched on extra HTTP logging using parameter “is/HTTP/show_detailed_errors = TRUE”, please now see more detailed error, same error also appears when testing the SICF service:

This is 1709 SP4 S/4HANA system with embedded Fiori.
