Does your icm http port having a green status in transaction smicm?

You can also try to change your internet explorer settings, to bypass the proxy server.

So this looks like a firewall issue.. Can you execute the following command from your local machine: telnet <hostname of SAP icm> <port number of ICM>

If you get an permission denied, than the firewall is blocking your access to that machine of that particular port. If you don't get a permission denied, change the internet explorer option, to bypass proxy for local addresses.

Kind regards,

Mark
