Please see this is full path:

SMP~~> Downloads~~>Entry by application group~~>SAP Netweaver~~>SAP MDM~~>SAP MDM 5.5~~>COM API~~>MDM5.5 COM API~~>WIN32

If you still did not find COM API then please let us know.
