How does monthly APO forecast of < 4 pcs translate to weekly VSFs?

Our APO forecast is in monthly buckets which gest released to R/3 in weekly VSF buckets. I can calculate what the weekly VSF will be for most materials based on the calculation below. When I apply the same math to a monthly forecast of 1, 2, or 3 pieces, though, I can't get my result to match what is in MD04. Can anyone help with the math?

What does it look like in MD04 if you perform the //REL_TO_OLTP for such a case of 1,2 or 3 fcst value ?

If the forecast = 1, the VSF is going into either the 3rd or 4th week. When forecast = 2, the VSFs show up as 1 in the 1st & 3rd weeks OR 1 in the 2nd & 4th weeks. While it does seem to be a pattern, I'm hoping to learn why it chooses one pattern over another.

Which option are you using for the fcst release 2 ERP ? The direct path (SAPAPO/REL_TO_OLTP via InfoCube) or an /SAPAPO/MC8T background activity with a TransferProfile R/3 ? Both have different prerequisites like period split profiles and periodicities required. If you use any of them - what are the respective period splitting settings (Month-->Week) ?
