PDS with higher priority not chosen during planning

Hello APO Experts,

I have query while running SNP location heuristic in 000 verison.

There are 2 PDS for a product - lets say P1 with 0 priority and P2 having 1 priority - it means P1 is preferable.

When I create Planned orders,the system is choosing P2 (instead of P1). I am not able to understand the reason for this behavior.

I know that if P1 (high priority PDS) can not cover the demand on time then the system will switch to less priority PDS i.e. P2

Question is how do I check and validate this ?

Any pointers will help me to confirm this.
