Generating sea freight shipping documents

Hello

Can someone please explain how can I generate a shippers letter of instruction (SLI) , by choosing certain item lines from several Sales orders( consolidated in one shipment), before they are available in stock for dispatch? Is it out of the transporter module? What are the steps and the transactions ?

1- items that i want to include in the SLI, will not be available for dispatch yet, because they will be still under production.

2- i need to generate the SLI from the Sales order (not the delivery) because I need to send it to the sea freight forwarder, weeks ahead, to book a container and shipping spot.
