Is it possible to change the order of the Quick Action cards on the home page? I have been searching Community and have not found an answer yet. If this is possible, could you please let me know how?

Unfortunately, I do not think this is possible. I have not seen any documentation on this topic. The question was raised in the Latest Home Page office hours prior to universal application, and I recall the moderator stating the order could not be change using Manage Home Page in Admin Center.

Can we rearrange Custom Cards on the Latest Home Page?

Yes, as of 2111 you can set the order of custom cards from Manage Home Page.
