    <description>&lt;P&gt;Hello Christian,&lt;BR /&gt;&lt;BR /&gt;for clarifying:&lt;/P&gt;&lt;UL&gt;&lt;LI&gt;SE06 is changing the status on SYSTEM level on the very basic &lt;STRONG&gt;cross client&lt;/STRONG&gt; layer&lt;/LI&gt;&lt;/UL&gt;&lt;P&gt;==&amp;gt; &lt;A href="https://help.sap.com/docs/SOFTWARE_LOGISTICS_TOOLSET_CTS_PLUG-IN/05c12df5b54849c49940a14bc089d8b4/5738de9b4eb711d182bf0000e829fbfe.html?locale=en-US"&gt;Setting the System Change Option&lt;BR /&gt;&lt;/A&gt;&lt;/P&gt;&lt;P&gt;&lt;IMG class="migrated-image" src="https://community.sap.com/legacyfs/online/storage/attachments/storage/7/attachments/2227846-image.png" /&gt;&lt;/P&gt;&lt;UL&gt;&lt;LI&gt;SCC4 is changing status on CLIENT level above the system layer&lt;/LI&gt;&lt;/UL&gt;&lt;P&gt;&lt;BR /&gt;Why it is necessary also to set "changes allowed" on client level when you want to make changes to &lt;STRONG&gt;cross client &lt;/STRONG&gt;repository objects or customizing ?&lt;/P&gt;&lt;P&gt;&lt;BR /&gt;When SW components in SE06 are set to modifiable you can make direct changes to &lt;STRONG&gt;cross client &lt;/STRONG&gt;repository objects or customizing in the system &lt;STRONG&gt;only &lt;/STRONG&gt;by accessing clients where at same time changes are allowed to cross client repository objects or customizing.&lt;BR /&gt;Means:&lt;BR /&gt;&lt;BR /&gt;1. SE06 not modifiable + SCC4 no changes allowed = no modification of cross client repository objects and customizing are possible&lt;BR /&gt;2. SE06 not modifiable + SCC4 changes allowed = no modification of cross client repository objects and customizing are possible basically through any such configured client&lt;BR /&gt;3. SE06 modifiable + SCC4 no changes allowed = no modification of cross client repository objects and customizing possible through such a client&lt;BR /&gt;4.       <description>&lt;P&gt;Hi,&lt;/P&gt;
  &lt;P&gt;Is it a correct statement if I say that, whatever the state SE06 is (modifiable or non-modifiable), if SCC4 is closed (no change allowed and no change to repository/cross-client customizing objects), no change can be done whatsoever to any object in the client that is closed in SE06?&lt;/P&gt;
  &lt;P&gt;And if this is true, is there anywhere in the documentation that I can find proof of that (for now, the only place that seems to confirm my theory is &lt;A href="https://answers.sap.com/questions/6124980/system-was-open-using-se06-and-scc4.html)" target="test_blank"&gt;https://answers.sap.com/questions/6124980/system-was-open-using-se06-and-scc4.html)&lt;/A&gt;&lt;/P&gt;
